On a national level, health care is teetering on the brink of major changes. The Republican-led Congress has been trashing and then recycling ver- sions of a bill to repeal and replace the Affordable Care Act without success. Senate Republican leaders’ latest version of the bill just bit the dust, because it lacked the votes to pass it. But conservatives, led by Majority Leader
Mitch McConnell of Kentucky, are doggedly pursuing the issue despite diminishing prospects of passing anything. In fact, on July 18, a new effort to simply repeal major parts of the ACA looked to have already failed.
