City Councilor Andy Pico says his being employed by Serco, the international firm with which the city plans to contract for fleet maintenance, poses no ethics problem because he's recused himself from dealings with the company.
"Call Chris Melcher, our City Attorney," he says via e-mail. "I've discussed with him previously and I am clear. I've complied with all requirements of disclosure and recusal. Everything has been completely above board, honest and ethical."
Melcher says the conflict-of-interest issue is "under review" by his office.
The city's ethics code defines a conflict of interest when "there is any personal or financial relationship that could influence or be perceived to influence the representation or conduct of business for, or on behalf of, the City."
