In a medium skillet, heat the oil to high heat. Dust the veal with flour. Sear all sides of the veal in the hot oil for about 2 minutes. Remove and place in a baking pan. Season with salt and pepper. In the same oil, add the grated carrots, onion and celery, and simmer on low heat for about 5 minutes. Add the red wine and reduce to about half. Add the beef stock and bring to boil. Pour the finished sauce on the veal. Cover baking pan with aluminum foil and bake at 375 degrees for 1 hour and 45 minutes.
