The former marketing director at CBL Properties/Chapel Hills Mall is the new chief executive officer of the Council of Neighbors and Organizations, starting Feb. 26. Diane Loschen replaces Executive Director Dave Munger, who is retiring after 10 years with the agency.

Founded in 1976 by volunteers, CONO works with about 900 organized neighborhood groups in El Paso and Teller counties, giving residents a voice in decisions on code enforcement, zoning and neighborhood issues.
