City loses clerk, gets liaison

After nearly three decades in Colorado Springs government, City Clerk Kathryn Young calls it quits on Thursday, July 28.

She leaves in the wake of a hubbub over missteps during City Council and mayoral elections this spring, including her ruling that first allowed corporate donations and later banned them, and her refusal to investigate unrelated alleged campaign finance violations. According to charts made available by the Public Employees' Retirement Association, her retirement benefit will be 70 percent of her parting salary; at $112,486, that would amount to roughly $79,000 yearly.

In a prepared statement, Young said, "I am very grateful for the opportunity to have served this extraordinary organization and its citizens for the past 28 years. While I look forward to enjoying my retirement, I will deeply miss the hardworking and devoted city employees that I have had the utmost pleasure of working with."

Young was appointed city clerk in 1994 and received the Colorado Municipal Clerk of the Year award in 2006. Mayor Steve Bach, who will appoint her successor, said in a statement that Young was "a valued public servant."

In another change, Aimee Cox, former city parks staffer (not related to Chief of Staff Steve Cox) who more recently managed affordable housing development and rehabilitation, has been hired as Council liaison. Her pay of $74,000 won't change in her new role of providing a communications link between the mayor's office and Council. The city says it will seek someone to fill Cox's former position.
