- The Ridge, an affordable housing project on the city's southwest side, will be built after developers won a court decision.
Developers of The Ridge, a 60-unit affordable housing complex to be built at 4375 Broadmoor Bluffs Drive, proclaimed victory on Oct. 9 in announcing an El Paso County District Court decision in their favor, which they say clears the way for construction of the complex.
"The ruling serves as an endorsement to the efforts of the multiple city departments, outside agencies and experts that worked to ensure that The Ridge was designed for safety, and in a manner consistent with all local, state and federal requirements," developers said in a release, adding construction will start within 30 days.
Opponents of the project are expected to decide soon whether to appeal the judge's ruling. Neighboring homeowners associations say the complex will sit in a landslide area and won't be ADA-compliant because there won't be sidewalks in some areas.
Broadmoor Bluffs Neighborhood Association, Las Casas at Broadmoor Bluffs Condominium Owners Association, Inc., and Broadmoor Downs Homeowners Association challenged the project in court after losing an appeal to City Council in March. While some accused neighbors of opposing The Ridge because it will house lower-income people, Cindy Grey, president of the Las Casas group, says that's not true.
Grey notes that Judge Michael McHenry rendered his decision 23 minutes after the neighbors submitted their 15-page rebuttal argument.
The developers — Broadmoor Bluffs Apartments LLC and Commonwealth Development Corp. of America, both of Fond du Lac, Wisconsin — filed a complaint with the Colorado Department of Regulatory Agencies Division of Civil Rights on March 9, accusing the neighborhood groups of discrimination against future residents based on race, color, national origin, familial status and disability. (Greccio Housing of Colorado Springs also is a partner in The Ridge but is not named in the civil rights action.) Grey says all the required responses were filed, and she's heard nothing.
