Apparently in light of the Waldo Canyon Fire and subsequent flood risk, emergency management in Colorado Springs has been reshaped into its own department of city government.

Bret Waters headed up the Office of Emergency Management, which formerly was organized as a part of the Colorado Springs Fire Department. By virtue of the change to make that function into its own department, Waters now bears the title of director of emergency management.

Here's how he explains it in an e-mail:

Emergency Management was elevated to a department of the City and the reporting relationship changed to the Mayor’s Chief of Staff. The Mayor deemed it important to formalize the Office of Emergency Management as a department and continue to emphasize the important functions of emergency management in our community.
