When Fountain City Council began to discuss the city's stance on medical marijuana — after the public had been dismissed with at least an indication that the topic would not be discussed — it ran directly into Mayor Jeri Howells, and her desire for an open process.
"Four stayed, and were in the majority deciding to continue on with the meeting," the mayor says. "And in the majority to then have a discussion that they should have never had without the public there."
"I’m not saying it was illegal — you can dress it up anyway you want to," Howells says. "But it was still very inappropriate to continue on talking about it after the public had left."
